Direct answer

In Hinds County, anyone under 21 — not just under 18 — must give the circuit clerk satisfactory evidence that their parents or guardians consent to the marriage, and applicants under 21 must file affidavits showing the age of both applicants. Mississippi's consent threshold is 21, which is higher than in most states. An 18, 19 or 20-year-old applicant still needs parental consent evidence.
