No. The applicants do not both have to appear under the published rule in Hennepin County. Hennepin County publishes three routes. Both applicants may appear together; one may appear alone if the absent partner's signature on the application and on the party-not-appearing form is notarised and a copy of their proof of age is brought; or neither appears, using the mail-in remote route with notarised supplemental forms. The name on the proof-of-age document must match the name on the application.
